Break the dog park into its parts for reserves: fencing and gates on a 15-20 year cycle, ground surface on a shorter cycle (mulch and DG need periodic top-up; pet turf lasts 8-15 years), and agility/site furnishings separately. Budget for waste-station restocking and turf sanitizing as operating costs. A double-gated entry vestibule is a small but important safety item.
Rinse and sanitize artificial turf regularly to control odor, top up loose surfacing before bare spots form, and inspect fencing and gate latches for escape gaps. Keeping the surface well-drained is the biggest driver of both usability and how long it lasts.
